Problem purchasing google play developer account

Problem purchasing google play developer account

I have developed an Android app and now i want to publish it on the google play. The last night (12hr later) i had make a purchase for my googel play account and register my Standard Chartered Bank Visa Debit Card for purchasing! but it was failed saying:
     your card is declined!
but at the same time just after this error i had a mail in my inbox saying:
       Your Standard Chartered VISA Debit Card no. ####*****-#### has been used to     make the following transaction :

       Amount : USD 1.00
       Date : 20/05/13
       at : GOOGLE *MARKETPLACE GOOGLE.COM/CHUS.

and in my GMail i found this mail as:
  Your Google Order #### with Google is currently on hold. An attempt to charge
  your Visa-#### for $25.00 USD failed. This may have occurred because of insufficient
  funds, or as a precautionary measure against fraud. You may see authorizations on    your
  billing statement for a declined charge. Occasionally, the authorization for a charge may
  be approved, but the actual charge for the order declined. Contact the customer service
  department for Visa-#### for help with resolving this payment issue.

   If you'd still like to receive this order, make sure to update your payment
 information in your Google Wallet account, rather than placing a new order. If you place

Please tell me if my process has been canceled or it is still in process! I am from Pakistan having Pakistani (PKR, Pak Rupee) currency account! Please tell me if i have to still wait for my purchase to be successful! or any other remedy so that i can
